Why does our city allow people to drive a lawnmower around town on our city streets as a vehicle? This is a safety hazard, and I have personally seen several times where they have caused accidents, as well as being involved in one myself with one.
If they cannot drive legally with a driver’s permit or legally registered vehicle, they should not be on the road.
