In regard to the teacher shortage, there are plenty of people in the Four Corners with the ability to teach any K-12 subject, but they are not licensed teachers.

They can be sent to a short course in education to become licensed teachers. Advertise and talk to those people. Dolores County has an innovative superintendent and principal, and they did this with great results.
