12:06 p.m.: A driver was arrested in the 400 block of S. Cedar St. on two warrants, improper use of a turn signal, violating bond conditions, and possessing a drug and drug paraphernalia. His male passenger was arrested on suspicion of possessing meth and drug paraphernalia.
