Enforce school zone to avoid tragedy

I live not far from the Kemper School and I like driving Montezuma because there is less traffic. Where the school is, the speed limit is 15 mph during school days. There are speed traps set up at times, and they don’t seem to make any difference to people, some of which have a cell phone stuck to their ears. These people should be paying attention, not only to the speed, but also to the possibility that children will run out into the street without looking. If the police are going to set up a speed trap, then why isn’t there a police car there to stop the speeders? It doesn’t make sense to spend taxpayers’ money just to make something look good but not enforce the law. Hopefully no one will get hit before this is taken care of.
