The Dolores Town Board is interviewing three candidates for the interim town manager position.
The candidates are J. David Fraser, Julian (Jay) Ruybalid and David C. Stahl. Their submitted resumes were released after The Journal’s request under the Colorado Open Records Act.
Fraser has a master’s degree in public administration and a bachelor’s degree in political science from Brigham Young University of Provo Utah. He has 23 years of management experience, including for four towns.
From 2013 to 2017, he was the city manager for Boulder City, Nevada, population 15,000. According to his resume, Fraser oversaw a $58 million budget and over 300 employees. As manager, he negotiated $288 million in long-term solar revenue for the city and established the world’s first civilian drone port.
From 2003 to 2013, Fraser served as executive director for the Nevada League of Cities and Municipalities. He has also worked as the city administrator for Beloit, Kansas, from 1998 to 2003; as city manager for Buchanan, Michigan, from 1996 to 1998; and as town administrator for Miliken, Colorado, from 1994 to 1996.
Ruybalid has a master’s degree in public administration from the University of New Mexico, and a bachelor’s degree in communication from Brigham Young University.
He recently served as the acting city manager for Sunland Park, New Mexico, population 16,500. From 2014 to 2016 he was the city manager for Belen, New Mexico, population 7,100. As Belen manager, he supervised 100 employees and managed a budget of $23 million. According to his resume, Ruybalid has written several successful grants and managed several capital improvement and infrastructure projects.
He also worked for the New Mexico Department of Health; was executive director of Share Your Care, an adult day services agency that served over 400 participants; and was the recreation department director for the Pueblo of Isleta. Ruybalid has coached youth basketball and soccer and is fluent in Japanese and semifluent in Spanish.
Stahl has a business and town management background. From 2002 to 2016, he was the owner of DPS Group LLC, which managed daily operations for several businesses in the Lafayette, Colorado, area. He also was the owner of Facilities Development Group from 2005 to 2012, which managed real estate, charter school projects, and development of a 1,250 bed private correctional facility.
Stahl was the Erie, Colorado, town administrator from 1997 to 2000; the city manager for Central City, Colorado, from 1990 to 1997; and the city manager for Louisville, Colorado, from 1987 to 1990.
In Erie, he implemented a downtown redevelopment program and oversaw construction of a water treatment facility with a daily capacity of 12 million gallons. In Central City, Stahl helped on a dam and reservoir project, a new water treatment facility, a passenger busing system, and construction of a new City Hall.
The Dolores Town Board will vote to hire an interim manager, who will take over the duties in March. A permanent town manager will be hired by this summer.
